Introduction
A fine and unusually interesting example of British civic portraiture, painted by Bernard Hailstone in 1957.
The sitter is traditionally identified as Frederick Leslie Wallis OBE, JP, Mayor of Maidstone during 1956-57.
Hailstone presents the mayor in formal scarlet robes, wearing the substantial gold chain of office and Maidstone armorial pendant, with a ceremonial cocked hat resting across his lap.

Catalogue Note
The armorial pendant depicted within the portrait corresponds with Maidstone's historic civic arms and provides important independent evidence for the office represented.
Wallis's documented OBE and First World War service also accord closely with the decorations painted upon his chest.
Research correspondence from Kent County Council Archives dated 6 October 2023 accompanies the painting. Wallis was proposed as the likely sitter following examination of the mayoral chronology and medal evidence.
No original commission or municipal payment documentation has yet been traced.
The Sitter
Frederick Leslie Wallis was born in Maidstone in 1896.
Following First World War service in France, he returned to G. E. Wallis & Sons Ltd and later became a director of the family building business.
Wallis held important positions within the British building industry, was appointed OBE in 1947 and served as Mayor of Maidstone in 1956-57.
The Civic Regalia and Decorations
The portrait shows full scarlet mayoral robes with fur edging, the Maidstone gold chain and heraldic pendant and a ceremonial black cocked hat with gold ornament.
The medal group includes Wallis's OBE, together with a First World War Star, British War Medal, Victory Medal, Defence Medal and Special Constabulary Long Service Medal.
A seventh Elizabeth II-era medal remains under research.

Bernard Hailstone was a noted British portraitist and war artist whose career included official wartime commissions and an extensive later portrait practice.
